False. Populist by nature represent the interests of ordinary people against the defined elite or establishment. Populism can appear broad across the political spectrum and often emphasizes a divide between "the people" and "the elite" which at this time is the dem establishment, neocons and Trump. That's why people like Tucker Carson is on the other end of the spectrum than someone like claudia sheinbaum but both are populist. The idea that a populist just turns to a technocrat is laughable

I’m not a neoliberal. If I could dictate economic policy it wouldn’t be neoliberalism, however it increased wealth in this country, economic freedom and defeated the USSR. It turned America into the sole superpower in the world, it also supplied us with cheap goods that would be considered luxuries in other parts of the world
