I actually have my own theory about the NY Ripper. I believe that the Uma Thurman role was a case of type-casting, and she was a "Kill Bill"-style assassin. Prater paid her to assassinate people for cash, then Prater used his wealth and power to create a fake cover story that there was a serial killer killing off random people.
That would explain why Charly is obviously not uncomfortable with kill a bunch of people herself, yet she's totally creeped out by "serial killers" that have a lower body count than her.
I think making the "NY Ripper" a combination of a "non-serial-killer" mercenary/assassin and a mastermind that just gives the orders/pays for it WITHOUT killing by his own hand makes an interesting twist on Dexter's code. Does Prater fit the code if he orders serial killing, without actually killing people himself?
