Again that just depends on what you consider black to mean? It's own race distinct from white, asian, Hispanic people? Or a cultural group?
Naturally it's obvious to me that the physical and genetic differences between a black person and a non-black person are smaller than the differences between humans and apes. In fact there are many genes that affect skin color and most of them belong to every race,just in different expression levels.
The reason these rules and guidelines seem wonky is because it's a social construct. A social construct I choose to believe in because it won't stop me from being discriminated.
