It's less about what he was saying and more of how he was saying it. West coast rappers were being called wack because they had a more straight forward style with less concentration on wordplay and metaphors.
You can hear Snoop in the beginning mocking their slang "Turn the speakers up money! Yo god! Yo I got mad skills"
Kurupt rapping that way was mocking New York rappers that felt superior because they were more wordy/complex..yea he got a nice vocabulary but he doesn't really over do it like that in his other shyt.
