They put Google Now in a notification panel and allow you to launch apps from the Taskbar but I haven't heard anything about a toolbar.

Run a virus scan to make sure everything is okay.

Oh are you launching Chrome from the Windows 8 start menu? I think it integrates to where it takes over your whole screen just like IE.

Try launching from the desktop. If that don't work you might have to reinstall.

Same thing, I went to Chrome's website and it's a similar set up:

Chrome Apps have a new home
To make it quicker and easier to get to your favorite apps, we’re introducing the Chrome App Launcher for Windows and Mac (Linux coming soon), which gets enabled alongside your first new Chrome App.

It lives in your taskbar and launches your apps into their own windows, outside of Chrome, just like your desktop apps. Have lots of apps? Quickly navigate to your favorite apps using the search box.

Have questions? You can find out more at the Chrome Help Center.
