But why should it be a problem if the person had 40+ posts that were offensive enough to be justifiably reported?

If it's that bad, mods/admins should have noticed it a long time ago and banned the person without needing reports.

There are hundreds of posters with over 40 offensive posts. I've been in threads where you can almost smell the bitterness coming off of them.
