This order does some small things but it does not stop states from inacting their own abortion laws. Thats the main issue that needs to be addressed. The only thing that would stop that is federal legislation.

Nope, but this isn't meant to be a one step move. This is really meant to be a push for people to vote later this year as a push to be able to codify Roe v Wade now ASAP, and then build next term, whether it's him or another Democrat in the seat.
Federal legislation won't change that. It will get struck down by the court. The only thing that will change things is an Amendment to the Constitution. The argument was that abortion was not a power specifically given to the Federal Government therefore the power resides with the states. The ruling is going to have even more impacts in the future and will limit the power of the federal government in ways we haven't seen yet.

No.. that's not what was said. Supreme Court already has their "opinion" so while some form of E.O. could be crafted.. it would lead to an immediate lawsuit from the right to stop it and then the Supreme Court with the 6-3 majority would say "unconstitutional"
