It's no secret the current Ukrainian government would have wanted Hillary in office as she would have done more to arm the Ukranians than Obama was willing to do.
But Ukraine is corrupt and weak with so many divisions. It's not like Russia that has a much more unified structure of government and intelligence services who excel in electronic warfare and espionage.
