No. Goku was already losing strength the moment he transformed into a SS before fighting Android 19.

Vegeta was in full health so of course it looks like he is stronger. We never got to see a full strength Goku at SS before Cell came along.

If Goku's heart virus hadn't kicked in, 19 would've been done right from the beginning. I say he would've fared a bit better against 18 than Vegeta did.
