I'm going to tell you why you think that way. Since the slavery days a white person had to be 100% racially white to be even considered white. Whenever a person had any type of black ancestry they were labeled automatically as being black, Negro or colored. So you had people with white skin and other European features being labeled as black. So what a black person looked like became diluted over time. That's where that perception of the black gene being more dominant came from. So all you need is one black feature and you look black and just ignore all the other obvious European features.

The one drop rule doesn't exist outside of the US. That's a fact and I've already said only racist people outside of the US call mixed people black. So of course there are people in Europe that call them black.
