if i had to make an educated guess why usa has the one drop rule whereas so many other countries in the americas with a slave history allow for multiracial people to identify as so would be:

• there was great fear in places where slaves outnumbered whites.
  
• slaves outnumbered whites in many of these countries especially the islands and mixed people were allowed to own their whiteness and thus were being used as allies to maintain the hierarchy.

ethnic groups have more room and isn't all black and white. if someone is biracial and feels african american or west indian american because they grew up in the culture, the same culture of many of their ancestors, then that person actually has a case.
