Probably because nobody wants them problems - he the type to openly snitch, cooperate, press charges, sue, the whole nine. He doesn't have to adhere to the street code. So if someone made a move, they'd be risking it all... just to spank a gossip girl.
Same reason Vlad ain't been touched... although he claims to roll with trained armed security at all times... but everyone knows you'll get the full hand of the law and suing thrown at you fukkin with Vlad... Ross learned that lesson - low-key, probably ended up bankrolling VladTV in the early years and helped it grow to what it is today. Ross' goons were the best thing to happen to Vladimir.
