Sample laws need to be updated.
There is an artistry to sampling and even looping. I know some lazy artist just loop a well known track and melody and rhyme over it like that "Lil Boo Thang" song.
But when someone creates an entirely new and different song from chopping a sample or looping a small part of an old song, there is an artistry there that the original artist wasn't a part of.
The sampled artist should always get a percentage, sampled vocals should get a higher percentage as should longer samples.
But imo, if a 2-3 second sample is flipped into an entirely new song that sounds nothing like the original, the percentage should be less than if an entire melody is jacked.
