Google wants to promote their Google Play Store as a place to purchase music just the same as Itunes. In order to get people into the system, used to how it works, and how easy it can be (especially if you have an android phone) they will be more prone to purchase through the store.

Yup, i started to throwing all my music up there 2 years ago. Dope thing is you can download then to your device or computer whenever you want and remove it & have it just in the cloud whenever you want. So if you on the train or somewhere w/ no service to stream you'll have it downloaded.
