This move has everything to do with domestic politics, particularly IOG falling out with his former business contact, and very little to do with anything else. Somalis love anything that looks like symbolic national assertion though.
They've been suing DP World for years now and it ties back to when IOG fell out with this dude Abdourrahman Boreh.
Half Djiboutian Half French businessman he used to be the richest guy in the country. He used to very close to IOG and it was his contacts with the UAE that brought forward the Kempinski hotel and the DP World project. Relations with the UAE went south around the same time IOG's relationship with Boreh fractured. IOG accused his former right-hand business guy of corruption and claimed the DP World deal was an example of his corruption. They tried to get the deal cancelled in a court of financial arbitration in London on account of bribery and failed officially last week, so then escalated and seized the port:

On a side note Boreh ended up working with SL and his DPWorld contacts to get the Berbera port project on the go, as an alternative for the Doraleh one to spite IOG:

Theres no reason to get wound up about this, one way or another. Elite competition in an extremely corrupt country that happens to have intersected with an international deal. Its not like all the other international projects Djibouti has awarded and constructed have been bidded on in a transparent manner. Everything from the Chinese railway to the military bases will line IOG and his family's pockets alone, and same for this port regardless of who operates it.
