First off you might as well consider D.C. a city in Maryland. Baltimore, Delaware and most of Virginia aren't really that connected to D.C. When it comes down to it.

The reason DMV is thrown around is simple and obvious. The very definition of a metro area where a certain radius surrounding an economic hub (DC) bring commuters in to work. Therefore, you have large amounts of people from Baltimore, Delaware and Virginia coming to D.C. To work. Same can be said for NYC which brings people in from Jersey, philly Connecticut, etc.

DMV mean different shyt depending where you from. If you live in DC/PG you probably ain't saying DMV like that, hell D.C. nikkas hate that DMV shyt. It's mostly VA, and the Nomanslands of MD that claim that.

This area all about who you know. If you can't make friends or know where to be you gonna be sad as shyt out here. It's always something going on though so it's up to you to link with the movers and shakers.

I got a record and no on paper marketable skills. I'm a hustler breh and I move where I have opportunities. I'm doing just fine making moves in GA, NC and IN. I'm cool with falling thru DC blowing a baby check and fukking with some Ethiopian broads. I have no desire to stay there just like you probably ain't trying to stay where I lay my head.
