They dont but NYC taps into areas very close to philly like Allentown.

Yeah I know, but it's rare someone that deep in Allentown, Poconos, or East Stroudsburg, commuting to NY on a regular basis. It should be counted as part of the Metro. I knew a couple people who would like work in NYC for the week, then go back to their homes in Allentown or Easton for the weekend. And counting Ocean County in New Jersey as part of the metro area, that's just silly

There are some people that make that commute from PA to the city

NYC, Philly, DC are all cities on the borders of other states, that's why they're called tristate, and DMV. And No, Baltimore is NOT part of the DMV.. Entirely different metropolitan area.

DC is a very small major city. Which makes it great. You can go from one end to the other in 15-20 minutes.
