Do companies have to consider cost of living when making an offer

Let's say there's a job that has openings in North Carolina and New york. Job pays 60 k. Now 60k will take you a lot farther in NC than New york. Could the New York resident ask for a salary bump due to the cost of living increase?

If interviewing yes. Always account for cost of living when applying for jobs
A company tried to play me with an offer and I told them how much I was gonna need to live in a more expensive city.

Usually there's going to be a cost of living adjustment because then they would have a hard time hiring.
