From what I've noticed, short dudes have to have their ducks in order to get women (good job, dress we'll, etc) while tall doofy guys can be complete bums and pull fine women. And the taller they are, the bummier he can be.

No. They don't. Not naturally at least. It's pretty well understood than women don't really care about looks nearly as much as men do. That said, the number one thing that women say they look for as far as physical traits in a man is their height. They don't even have to be tall. Just taller than them. Most women prefer not to date someone shorter than they are.
However, like I said, women don't care as much, and if a shorter breh is confident, knows how to hold good eye contact, knows how to make her laugh, and is good in bed, etc, then there's no reason why he should have any problems getting women. Sure, some women might dismiss him no matter how good his game is, but all men will be outright dismissed by some women no matter how good they are, or how good their game is.
Millions of fish in the sea. Play to your strengths. If you're shorter, find ways to use it to your advantage. A average looking short guy with personality, confidence, and charisma will get way more action than an average looking guy that's 6'2" but dry as a piece of toast.
