Controlling your local races since turnout is universally low in America. There are cities and counties black people can have if 1k people show up to the polls.

Even greater reason to mobilize politically. Climate change can be mitigated with proper infrastructure choices, increasing green space etc. no place will be untouched. Especially the mid west unless you talking certain parts of Illinois and Michigan. Which will flood more oftenI agree, climate change is a serious issue.
