Some places either have this information on their websites or send out notices in the mail that lists information about some of these measures. Even more, there are usually special interest groups that want people to vote one way or the other. The news generally talks about these things as well, especially local news, where the aforementioned groups first have a presence on a given issue. Issues that are more contested (anything involving taxes, money, or rights), will consistently pop up.
