TLDR: CDC birth data (the "stats" he is referring to) are based on data recorded on birth certificates. Almost all birth certificates record the mother's race, but a significant number don't have ANY of the father's demographic data--no race, age, education level, etc. For births to black mothers, the father's race is not recorded for around ~30% of births. Thus the data show an excess of births to black mothers relative to black fathers. There is ZERO evidence that these excess births have non-black fathers.
