NY will always be around, but as far as a cultural leader in modern day rap? NAH. They are finished.
No, New York just lost its identity. It's a shame too because the West Coast didn't have to change a damn thing about the way they made music. I don't know why NY felt the need to try to chase trends instead of set their own as they always did.
I don't see NY hip hop making a comeback for a very long time if we're being honest.

NY and even the East Coast in general doesn't really have a new sound to give to the world. we just imitate other sounds like Trap music, chopped and screwed (ASAP Rocky), Drill music. yes we have artists that do boom bap but it isn't what people are really checking for now and this is coming from somebody who loves that boom bap sound. do you guys think New York has to try and reinvent it's sound ??
