Is a tv license?

I own a tv. Rarely watch live TV tho. Mostly just Netflix, Hulu, and streaming. Never heard of a tv licensing fee. Is that like paying for cable or another added cost?
Since April 2019, the annual cost is £154.50 ($195) for a colour licence and £52 ($65) for a black and white licence. Income from the licence is primarily used to fund the television, radio and online services of the BBC.I wonder how much the fee is too. Seems to be expensive because that seems like the reason why nobody is buying a tv in England

In the UK if you don’t have your TV license and they catch you watching TV, they put you in jail for a year for watching on suspended license. That’s crazy
