I don't think so for a couple reasons, my main one being... The enemy knows its MUCH more expensive to upkeep security for the threat. It's like when Chris Rock said they will never cure hiv cause its much more money in the treatment then the cure. I remember reading a website a while ago adding up the money USA spent after 911 between wars/security.. that hurt us much more then the lives lost. Sucks to say because people lost their life, but thats the thing the enemy enjoys the longterm effect much more then the initial impact.
