El Chapo was at the highest echelon, when it comes to crime. When you're gettin money, at the level, he was seein it, then you can expect to go under the jail, or under the ground, once your ride ends. For you to see that type of wealth, infinity laws would have to be broken, and ppl will have had to die. 
He's beaten the law, and paid off law enforcement/politicians too. I'm sure some of these dudes, aren't expecting to get caught (or go down) til it actually happens. You gotta have some level of arrogance, and invincibility, to reach those heights. It's subjective to each person, whether it was "worth it". That dude seen, and did shyt, the average person WILL NEVER GET TO EXPERIENCE. Is a 20 year run of an amazing life, worth the last 20 years of your life in jail? That's a personal decision. Someone like Sammy "The Bull" Gravano (mobster) might tell u otherwise. He's home, on the streets.
