All of the people you mentioned are great workers. I think Ziggler is good enough to be in that list. During Ziggler's peak last year, I would have considered him top 5 since Goldust wasn't around, Rollins was still new, Zayn wasn't in NXT yet, and Kidd wasn't on TV.
