I knew he blew when he couldn't have a good match with Low Ki. And Low Ki got decent matches out of Alex Riley on NXT and in FCW. For god's sakes, Low Ki just got a good match out of Grado in TNA

Bad writing + Lack of sensible pushes

Typical Dolph Ziggler excuse. Daniel Bryan and CM Punk had to deal with bad writing and lack of sensible pushes, but they still went out and put on great matches (4-star or better). Same can be said about Luke Harper right now. Dude arguably has the best match on RAW every week, and he's outchea jobbing & being Bray Wyatt's lackey.

It's clear that Ziggler was heavily influenced by Hickenbottom but Ziggler is nowhere close to being the same worker.

AJ was doing fine her whole run..she started off very good in those matches with Naomi...now if no one could keep with her? That's not her fault...Kaitlyn was a novice and she still made those matches work. The Bellas work a deliberate slow style so the don't botch every week and Alicia Fox is absolutely terrible in the ring yet nyggas always whining about AJ. It's silly.

I'm not gonna say that I agree with the OP (most of the botches aren't his fault and I'm still a fan), but I will say that a). His work seems to have deteriorated from his 2010-2013 or so peak, as his matches seem to just be random collections of spots and bumps nowadays, and b). He really doesn't have the star quality that a lot of people thought he had. As a matter of fact, I said this years ago, and with few exceptions, it hasn't become any less true in the intervening time period.

Now, this doesn't absolve WWE from blame (dude was crazy over at one point in 2013, to the point that Ziggler as a top guy seemed like a foregone conclusion. Not to mention the ridiculous way they used him as a placeholder for Reigns in 2014, then gave him the shaft), but it is what it is and, at this point, he is who he is. This might not be the case if there were another major promotion where he could acclimate to a new environment, but alas.
