It was a really shytty heel promo, but to be fair, I think they're going for an angle where the "heel" in him is still building so he's still approaching things as a "face". Like he attacked Kalisto and Apollo out of frustration, but he still hasn't tried to cheat in a match. Like the idea right now is that he is venting built-up frustration over his losses, but it's going to reach a point where he will start cheating in matches to complete the turn. Why else would they make him lose to Kalisto right after he turned, instead of having him beat Kalisto by cheating and then continuing to attack him afterwards to build up his heel heat even more? There is something going on here but I don't think it's working (yet). I'll give it a week or two for things to come together and if it's still the same then yeah, I'll say that Dolph is flopping.
