Nothing new. This is the way they always do it. Remember when Bush did that tax cut about 10 years ago. Everyone got that $300-600 check in the mail (an advance on your tax return if I remember right it wasn't *really* a tax cut) and the top tax brackets got HUGE tax cuts. They always figure out a clever way to sell it.

If it was a zero factor, why not just debt finance the entire government and eliminate all revenue? Obviously there is a threshold for the amount of US treasuries the market can sustain, even if it is far and away.
