Those safety regulations, albeit good practice, are not the law.

If every cop who pointed their gun at that suspect intended to kill him, what stopped the other cop from shooting? Did the cop who shot just beat him to the punch?

Both are true. It's gross negligence if we are to believe it was truly an accidental discharge. and yes pointing a gun at someone implies intent to shoot and kill them

Preparedness to shoot is also taught in gun safety classes. you are supposed to keep the gun held at a low ready position.

Cop displayed gross negligence in every aspect of this encounter.
