Neo is a prefix that means "belonging to or occuring in the present". So if he puts that in front of neo liberism it makes sense for the time that we are in where "liberal" is associated with democrats. Words evolve according to the time we are in,context shouldnt be ignored:respect:

It is not a political ideology but purely economical. The sprinkles of the concepts started in the late 1800s by, really progressed with Hayek and was solidified by Robert Bork The idea of cut taxes to corporation, deregulation, privatisation of products and launch all these pieces into competition with
each other. This bred financialisation which ties into globalisation and the 2007 financial crisis. Everything here started with the elite propping up these economists who took laissez faire economics to the bone. If you want to see the devastating effects of financialisation then read the celtic tiger about how ireland became a tax haven for the rich and then got gutted soon after.

Those people from the 1800's,if we had a time machine to bring them into this era would be classified as republicans, and would more than likely take on that label. Just as you say the concept progressed, the word "neoliberalism" has progressed and now means two different things depending on the context. if you break the word down it is not innacurate in the time that we are in. Political ideologies evolve as well as words and one day "liberals" will probably be called something else. Just like Democrats used to call themselves republicans. Thecoli loves throwing the word "liberals" around as much as anybody, well now neoliberalism is a shared word.
