Lots of people who know a lot more about wrestling than you do generally agree hbk and flair are 1a and 1b.
Flair was always in Hogan's shadow during his main run so he damn sure isn't the greatest anything. He was ahead of his time on promos and drew in the south. But he wasn't bigger than the Mega Powers or anything like that. Longevity is the impressive feat about him.

In ring is important but the Internet fans use it to mask all other factors that broke the mold and revolutionized the industry. Shawn Michaels was ate up too much on the mic and never even had the impact that prime Goldberg or Sting had. His biggest title reign was a utter flop..never sold out any huge arenas or stadiums...was the anti Stone Cold really when it came to WWF historical impact. So nice that they praised his ring stuff...WWF hype men but he never changed the industry or he would of been pushed like Brock, Rock...something like that. He was a jobber for Cena and Blandy for years.

That can never be a legit all time great. Stupid. And all of those "great" Michaels matches weren't called that great in his prime. Bret vs Austin was. Eddie/Rey was. Savage/Flair was.
