Again this guy off their platform had some inappropriate acts involving messaging a minor. Twitch permanently banned him for it which makes sense and is understandable. He goes to YouTube. Later YouTube finds out what he did to get banned on Twitch and they demonetized his account for some policy violation he didn't actually commit on YouTube as that happened off their platform and before he joined them. They even gained from it as they partnered with him because of it.
Later YouTube restores his monetization because ultimately he didn't violate their rules or misbehave on their platform. It was all performative on YouTube's part so they could be seen as doing something. The heat dies down and they show their true colors.
