A lot of this herbs prevalence in the urban community is a form of self medication for the immense amounts of inherited stress that the captives don't know how to deal with or address so they mask the symptoms. Drugs are most definitely used as weapons against the public by those who wish to quell the fighting spirit. Case in point:

States that have more liberal White people generally have legalized recreational marijuana. So like the states you mentioned (Washington, Oregon, Colorado, etc)

States that have more conservative White people don't have legalized recreational marijuana (except for Alaska, Montana, Missouri and Arizona).
