I'm not sure; according to IGN, it look like you need the Collector's Edition to get the steelbook.

So i was under the impression this was just the dragon ball z saga ending after three frieza battle. I always dreamed of such a game but felt it was too late. Now that i see it's much more than that makes this my most anticipated game moving forward
