It's pretty clear at this point that Tarble was made up way after the fact and Vegeta wasn't originally intended to have a brother.

When Trunks showed up, Vegeta flat out said that Trunks couldn't be a Saiyan because him and Goku were the only survivors. Hell, even Frieza said that Vegeta, Raditz, and Nappa were the only Saiyans he allowed to survive.
