How do you steal a picture of yourself you didn't approve in the first place?

It's a drawing in "allegedly" his likeness, not an actual "picture" of him.

Edit: if you still don't get it just think that a picture is a matter of snapping a shot on your phone/camera. A colored drawing is a matter of using your talented (that is perfected with hard-work) fingers for at least 30 minutes to create something.
