That's true that the billboard change their ways of counting for example, Pac's #1s comes from the fact that they bundled two singles together, something you can't do today.

And as you said album cuts weren't allowed until the late 90s, however if you look at Drake he's released most of his "album cuts" as singles. The big difference is that a single rollout was always expensive back then, nowadays they can do it with one click.
