2 once it’s in your photo album hold your finger on the photo like if you were copying
3 click “add sticker”
Open up a picture (from a text message or your photo album) and long press it to remove the background and then chose to save it as a sticker. Now if you click the + button next to your message box you can add it your conversations. Conversely, once it's a sticker if you long press to react to a message, if you tap grey smiley face under the reaction emojis and scroll to the left, you can use any sticker as a reaction.

You can do it directly from messages that are sent to you too, no need to save it to the photo app first.
One tip to note it that you just gotta give it a quick *sturdy* long press to select and cut out the subject. Too long of a press and the menu to save it as a sticker will go away.
