You can build schools in Africa, but chances are the money will vanish just like they did when Zuckerberg gave 100 million to Jersey's projects.
I met (heard him speak) Angus Deaton at my part-time last fall. He's the master of that field and he claims that such investments is a waste of money and that the Word Bank should focus on advising countries on how to get on their feet instead. Pretty deep discussion that I'm not trying to have on the coli.
