This is just because of the number of songs he has lol. He's got 3 times more songs than most rappers. So even though he been flopping last couple of years, a lot of songs sitll pull numbers in total. Not even expressing an opinion, Lip from Billboard and TOTC confirmed it

nikka hasn't had a hit in 5 years, and is getting outsold by albums released last year. And Drake fans still trying to celebrate even though his numbers come from the fact he been spamming streaming services with hundreds of songs 
Would rather have an artist drop 6-7 projects and all of them being amazing, than 13 below average projects.
