This makes me think, whens the last time WWE built a character that comes off as an extreme type dude?

Theres really no market for that type of character today, guys can't even bleed. I really hope they change that because the bleeding aspect of wrestling is vital in my opinion. Tell the viewer that the match is greuling, adds more suspence, and can potentially help build a character I.E Mick Foley.

he might be coming in as a ref. From PWTorch:

The back-story on Younger's signing is he went through a WWE try-out camp in December. Younger tried out as a wrestler, but sources tell PWTorch that it's likely - although not 100 percent confirmed - that Younger was also asked to fulfill a referee role if he signed with WWE.

Younger has been in the wrestling business for over ten years, mainly wrestling a hardcore/violent style of wrestling. Younger recently branched out into independent promotions such as Pro Wrestling Guerrilla in Southern California, where he wrestled extensively in 2012 and 2013.
