Rock/HBK never happening made sense. There was never a time they were both active as top talents where they didn't already have ongoing angles. Before HBK got hurt and left, Rock wasn't at that level and was also a heel. When HBK came back, Rock was only around for a handful of matches while HBK was involved in months long angles.

By his "back" you mean his drug habit. HBK's back was never hurt as bad as the WWE story told. He missed those 4 years because he got hurt but was also too fukked up for years to be trusted to do anything. The same HBK that couldn't do matches due to his back injury was taking huge back bumps at his school and doing ladder bumps in a match in TCW. He would have been brought back in 2000 but was showing up to shows and passing out backstage like he was Jeff Hardy.
