There's no concrete proof evidence that shows him not coming into contact with Westbrook's arm, there is however evidence that suggests that he did, albeit ad nauseum - it's not conclusive but you can vaguely see some sort of contact there. There's more proof to say he did touch him rather than the contrary.

The refs have made it very clear that they're not going to call a shooting foul when you correctly predict you are going to be fouled. They say its not a natural shot and I agree. The problem is that the stupid ass refs have no problem giving continuation when a guy who is not shooting gets bumped in the key, takes a couple steps, then throws a wild shot at the basket in order to get continuation. It's also bullshyt that you can fake a defender in the air and take a bullshyt shot into his chest. The last two situations are not even real shots and make more of a mockery of the game than Paul's full court bullshyt.
