Cleveland is pretty much in cap hell right now, there is absolutely no space at all. For them to have afforded him, they would've probably had to trade Shump and move one of their bigs or ask LeBron to take a massive pay cut. 23.5M a year would've been almost impossible, they wouldn't have been able to return at least 2 or 3 players from the current rotation
