I've never heard of forum shopping in a criminal case. Maybe she went to FLorida first because they have more expansive child endangerment laws than Georgia (almost a certainty). You would hope that if the mother chose Florida as a jurisdiction, received a decision not to prosecute, that any other state would refuse to hear the case.

I would hope not, generally speaking

But like you said, FL likely would've chosen not to prosecute simply cuz it didn't happen in FL.

Yeah forum shopping is usually reserved for civil cases, but in this situation, I imagine Dwight has cribs in Florida, Georgia, Texas and who knows where else. She reported it in Florida, so when they didn't take the case, it seems like she said oh, it happened in Georgia. It looks like Florida declined to prosecute not because of a lack of jurisdiction, but there wasn't enough evidence to warrant action. A doctor did conclude though that the child had been abused.
