Well why would they want to see how the country would function without food stamps? We already know what would happen. People are going to be hungry, and there is going to mass panic and anger getting took to the streets. Adding that along with everything else going on economically and militarily, and it's easy to see where this could go. It's not like this isn't by design though, they've had the blueprint for quite awhile.
