Nah, it's really just a way to ensure he dies in prison. I'm no lawyer but some people can have a life sentence pardoned after a certain amount of time. Adding 30 years is to ensure even if El Chapo is able to get his life sentence reduced, he still has to serve the 30 years afterwards.
