I don't know how the seeding was done but by the looks of things Savage was the weakest #2 seed and Rock was the Strongest. If that was the Case the Elite 8 should have been like this.

Hogan vs Savage
Austin vs Sting
Flair vs HBK
Cena vs Rock

That way it's much more compelling, I could argue for all the #2 Seeds over the #1 seeds.
